If finding one contract means opening three cabinets, paper is costing you more than you think.
Paperless office and electronic archiving in Syria
This guide is for companies, NGOs, schools, clinics and public bodies in Syria that want to move from filing cabinets to well-organised digital documents. It covers archiving, scanning, approvals, signatures, access control, contracts, HR files and retention rules.

What does a paperless office mean in practice?
Documents are created, approved, shared and stored digitally, with clear names, folders and permissions, so anyone authorised can find a file in seconds. It does not mean throwing away all your paper at once. You start with new documents in one department, scan old files by priority, and keep originals wherever the law or a contract requires them.
Why paper slows organisations down
- Time lost searching
- Staff walk between offices and cabinets to find a single letter or contract, and some files never turn up.
- Approvals stuck on a desk
- A request waits until the manager is in to sign it, and nobody can tell where it is in the chain.
- Loss and damage
- Fire, damp, an office move or a simple filing mistake can destroy records that cannot be replaced.
- No control over who sees what
- Salary files and contracts sit in cabinets anyone can open, with no record of who looked at them.
- Missed deadlines
- Contract renewals, licences and expiring documents are tracked from memory, or not tracked at all.
- Hard to work across branches
- Teams in other cities or working remotely can only share files by photographing them and sending them on WhatsApp.
What a paperless office is built on
- Agreed folders and file names
- One shared way to name and file documents, so search works and folders stay tidy.
- Electronic archive
- A central, searchable store that keeps each document with metadata such as date, type, party and department.
- A scanning plan for old files
- Digitising existing paper in order of priority, starting with the files people use most.
- Electronic approval workflows
- Requests move automatically from one approver to the next, with a full record of who approved what and when.
- Permissions and backup
- Each role sees only what it needs, access is logged, and copies are kept in more than one place.
- Retention rules
- A written policy on how long each type of document is kept and how it is disposed of safely.
Paper office versus paperless office
| Task | On paper | Digital |
|---|---|---|
| Finding a contract | Search the cabinets from memory | Search by party name, date or reference number |
| Getting an approval | Carry the form from desk to desk | Request moves online with a logged history |
| Sharing with a branch | Photocopies or WhatsApp photos | Shared link with controlled permissions |
| Protecting records | One copy in one room | Encrypted backups in more than one location |
| Tracking renewals | Notes on a wall calendar | Automatic reminders before the due date |
Five steps to go paperless
- 01
Audit your documents
List the document types each department creates and receives, and where they are kept today.
- 02
Agree on structure and names
Design folders, naming rules and metadata before you scan a single page.
- 03
Go digital for new documents first
Make every new letter, request and contract digital from day one, so the paper pile stops growing.
- 04
Scan old files by priority
Digitise active and high-risk files first, and leave rarely used archives for later.
- 05
Set permissions, backup and policy
Decide who can see and edit what, switch on automatic backups and approve a retention policy.

Frequently asked questions
Do we have to scan all our old paper?
No. Scan what is used often or would be costly to lose. Older files can be indexed so you know where they are, and scanned only when someone needs them.
Is a scanned copy legally equal to the original?
That depends on the type of document and the law in force. Keep originals of contracts, official papers and anything regulation requires, and check current local legal requirements before you dispose of paper.
What about power cuts and weak internet?
Pick tools that keep files available offline, hold a local copy on the office network, and run cloud backups that upload whenever the connection allows.
Can we use electronic signatures in Syria?
Internal electronic approvals are a practical step you can take today. For signatures that must hold up with outside parties, check current local legal requirements first.
Is cloud storage safe for sensitive documents?
It can be, with strong passwords, two-factor authentication, role-based permissions and backups. Some services may not be available in Syria, so confirm access and where data is stored before you choose.
How long does going paperless take?
It depends on how many documents and departments you have. Working in phases, one department at a time, gives visible results early.
What equipment do we need?
A decent document scanner, reliable storage, a backup solution and an agreed set of software tools. Many offices already own most of the basics.
How do we get staff to stop printing?
Make the digital route easier than the paper one, train people on their real tasks, and have managers approve requests only through the new system.
Can ONE DIGITAL help us plan this?
Yes. ONE DIGITAL’s Syria branch in Hama can assess your documents, design the archive structure and set up approvals, permissions and backup.
