Every advance without a receipt is a dispute postponed to the final account.
Managing Subcontractors and Payments Digitally: From Contract to Final Account
Most projects use subcontractors for blockwork, building services, finishes and more, paid through a series of instalments and cash advances. When these payments are written in a notebook or kept in memory, the final account turns into a tug of war.

How are subcontract agreements and payments managed digitally?
Digital management means each subcontractor has a single file holding the contract, rates, measured quantities executed, payments, advances and deductions. No payment is released except against a measured and approved quantity, and every cash advance is recorded with a receipt and a photo. This protects both the company and the subcontractor, and cuts disputes at the final account.
The subcontractor file
- Contract and scope of work
- What the work includes and what it does not, clearly enough to prevent “that’s not part of my job” halfway through the project.
- Rates and currency
- The rate and currency for each item, and how it will be adjusted if material prices or the exchange rate change, written into the contract.
- Quantities executed
- Regular measurement sheets signed by the site engineer and the subcontractor.
- Payments and advances
- Every amount paid with its date, method and receipt, and whether it was a payment against a measurement sheet or an advance.
- Retentions and deductions
- Amounts retained to guarantee proper performance, and any deduction for a defect or delay, with its documented reason.
The measurement and payment cycle
- Measuring on site
- The engineer and the subcontractor measure the quantities executed together and document them with photos.
- Review and approval
- Check the sheet against the contract and previous sheets, then have it approved by the authorised person.
- Issuing the payment certificate
- Calculate the amount due after deducting previous advances, retentions and deductions.
- Payment and documentation
- Record the payment, how it was made and the signed receipt in the subcontractor’s file straight away.
Syrian practices that need tightening
- Cash payments
- Paying in cash is common, so make a photo of a signed receipt or a confirmation message from the subcontractor a condition for every amount.
- Verbal agreements
- Any agreement on extra work or a new rate is confirmed in a written message the same day, even on WhatsApp.
- Exchange rate shifts during an item
- When an item runs for weeks and prices change, the contract must state which exchange rate applies to each payment.
- Several subcontractors on one site
- Overlapping work needs a record of who did what, so each defect can be assigned to whoever is responsible.
Steps to organise subcontractor files
- 01
Gather current contracts
A contract for each subcontractor. If there is no written contract, write a summary of the agreement and have both sides sign it.
- 02
Create a file for each subcontractor
A folder and a spreadsheet holding the contract, rates, measurement sheets, payments and advances.
- 03
Fix the opening balance
Agree with each subcontractor on what has been paid to date and what remains, and record it as the starting point.
- 04
Adopt a fixed measurement cycle
A regular schedule for measurement, approval and payment that everyone knows.
- 05
Review balances monthly
Send each subcontractor their statement. Regular review stops disputes building up until the end.
Common causes of dispute and how data prevents them
| Cause of dispute | What usually happens | Digital fix |
|---|---|---|
| Quantities | Each side estimates the quantity its own way | A joint measurement sheet, signed and photographed |
| Advances | Disagreement over the total paid | A payments record with a receipt and photo for every amount |
| Extra work | Extra work with no written agreement on its price | A change order recorded and approved before execution |
| Defects and repairs | The defect is blamed on more than one party | Photos of the defect, who executed the item and when |

Frequently asked questions
Do we need special software to manage subcontractors?
Not necessarily at the start. An organised spreadsheet for each subcontractor, with a folder for the contract, measurement sheets and receipts, is enough for a small company. Specialised software or accounting systems help when subcontractors and projects multiply.
How do we handle a subcontractor who asks for a large upfront payment?
You can agree on a set advance that is recovered gradually from later measurement sheets, recorded in their file from day one. A clear recovery mechanism in the contract prevents disputes.
How do we document cash advances?
A receipt signed by the subcontractor, or a photo of the amount with a confirmation message from them, saved in their file immediately. Do not rely on memory or a scrap of paper in the supervisor’s pocket.
In which currency should we record subcontractor accounts?
In the contract currency itself, recording the exchange rate at each payment if it is paid in another currency. Ask your accountant about the right accounting treatment and current legal requirements.
Who can help us organise these files?
The company accountant is a key partner, and you can also bring in a specialist provider. For example, ONE DIGITAL can design measurement sheet, payment and record templates that fit how your company works, and link them to reports showing what is due and advanced for each subcontractor.
